IDENTIFICATION OF RISKS IN THE OPERATION OF THE SHIPPING LOCK THROUGH KAUNAS HPP

The article analyses the risk factors of the shipping lock through the Kaunas hydropower power plant during operation, in order to assess their impact on the safety, reliability and continuity of operations of the infrastructure. The study examines Kaunas HPP as the main obstacle to inland navigation on the Nemunas River, the removal of which requires the installation of a shipping lock, allowing to ensure the continuity of navigation and integration into the TEN- T inland waterway network. The risk matrix methodology was applied to the risk assessment, allowing to systematically identify potential hazards, assess their probability and consequences and determine priority risk areas. The analysis showed that the greatest threat to the operation of the lock is posed by hydrological and meteorological factors, such as spring floods, sudden fluctuations in water level and ice accumulations, as well as technical equipment failures, ship collisions with the lock gates, sedimentation and the human factor. The results obtained allow us to state that by applying a structured risk management system, regular technical maintenance and preventive measures, it is possible to significantly reduce the likelihood of accidents, ensure safe lock operation and contribute to the long-term development of inland waterways infrastructure in Lithuania.
