FACTORS THAT DETERMINE THE IMPLEMENTATION OF SHORT FOOD SUPPLY CHAINS STRATEGY BY INTEGRATION OF LOCAL FARMERS' PRODUCTION INTO PUBLIC SECTOR FOOD PROCUREMENT

Abstract

The article analyzes the development opportunities of short food supply chains (SFCs) in Lithuania, paying special attention to the inclusion of local farmers' production in public sector food procurement. The aim of the study is to identify the main factors determining the implementation of the SFC strategy by integrating local farmers' production into public sector food procurement. The study used document analysis and semi-structured interview methods. Document analysis allowed for the assessment of the legal regulations of the European Union and Lithuania related to sustainable food systems and public procurement, and a qualitative study was conducted by interviewing five experts working in the fields of agriculture, public sector catering and public procurement. Theoretical analysis revealed that SFCs are distinguished by a shorter supply path, a closer connection between the producer and the consumer, and a positive impact on sustainability. It was also found that both the EU and Lithuanian legal frameworks create favorable conditions for the development of the SFC strategy, but in practice their implementation is hindered by complex public procurement and administrative burden. The results of the study showed that the implementation of the SFC strategy in Lithuania by integrating local farmers' production into public sector food procurement production into public sector food purchases is determined by various, closely interrelated factors – institutional, logistical, economic, organisational and social. It has been established that the main challenges encountered in implementing this model are complex public procurement procedures, organisation of production supply and farmers' ability to ensure sufficient and constant production quantities. It has also been established that the role of municipalities as the main coordinators and cooperation of farmers are of great importance.
