STUDY OF THE TECHNICAL CONDITION AND FINANCING OF HYDRAULIC STRUCTURES IN THE LAZDIJAI DISTRICT

Abstract

This article analyzes the technical condition of hydraulic structures in the Lazdijai District and its relationship to maintenance funding structures. Current practice emphasizes the importance of preventive maintenance and risk management; however, in practice, limited financial resources often result in a reactive maintenance approach, where defects are addressed only after they occur.

The study, conducted in accordance with the requirements of STR 1.07.03:2017, included an assessment of the hydraulic structures of the Biruta Reservoir and five polder pumping stations (Metelių, Žaltyčio, Rimiečio, Akmenių and Ilgio). A comparative analysis was applied to evaluate changes in the technical condition over time.

The results showed that the technical condition of the structures improves significantly after reconstruction; however, in long-term operation, without sufficient preventive maintenance, signs of deterioration begin to reappear. Most of the analyzed structures were assessed as being in moderate or poor condition, indicating systematic infrastructure deterioration. Financial analysis revealed that the current allocation of funds is primarily focused on covering operational costs and emergency repairs and therefore does not ensure the long-term reliability of hydraulic structures
