ASSESSMENT OF FINANCIAL INDEPENDENCE OF JURBARKAS MUNICIPALITY

Abstract

This study aims to show the possibilities of assessing financial independence in the municipality, using a system of indicators, which is synthesized into one summarizing synthetic indicator. The aim of the research was to form and empirically verify the model of the municipality's financial self-sufficiency assessment. In order to conduct an empirical study, a system of indicators for the assessment of the municipality's financial independence was compiled. The applicability of the summarizing synthetic indicator is demonstrated by assessing the financial independence of the Jurbarkas district municipality in the period 2011-2021. Empirical research has shown that the Jurbarkas district municipality is dependent on central government allocations, which influences the low motivation to use available resources to create a sustainable, stable economic and social environment.
