A critical analysis of the scientific works, the normative legal acts and international standards was carried out. It was determined that harmonization of economic, social, and also ecological subsystems of the country’s and region’s reconstruction and development is intended to find the ways of its transition to a model of sustainable development, which will provide an opportunity to meet the needs of not only modern but also future generations, preserving and restoring the environment. The current solution to the problems of legislative regulation of the ecological component of sustainable development is very relevant. Protection and restoration of the environment as a general system of human life support is turning into a task of paramount importance in terms of preserving the gene pool of the people of Ukraine, as well as the prospects of economic and social development. In this regard, the state policy of sustainable development, based on the possible use of international experience, should be based: The basis for effective state development is the regulatory framework, which is based on a set of laws necessary for regulating activities and creating favorable conditions for its development. In the aspect of sustainable development of the state, in our opinion, the content of the laws and regulations of the regulatory framework should be considered, depending on their effective implementation. The problems of its legal maintenance in general and in particular of the legal provision of the ecological component of sustainable development are determined. The directions of achievement of sustainable development in the ecological sphere are proposed due to improvement of the requirements of normative legal acts concerning the sustainable development. Three basic methods were used: monographic method — to identify the peculiarities of the GIS activities of regional government entities; comparative studies and benchmarking — to compare GIS managing models performed in the world and find the best relevant practices; project management analysis — to prepare solution for creating pilot model as a full turnkey intellectual product (ready for dissemination project application which include logical-structural matrix of project goals and results, stakeholders analysis, timing for activities, indicators for evaluation, budget etc). Project application is completed with an evaluation of the Zhytomyr regional geoportal, implemented on its basement. In particular, there have been analyzed geoportal functions, their impact from economic and social benefits point, existing problems related to the project implementation process, benefits and prospects for future activities. The main purpose of the study is to highlight the peculiarities in the development of the socialization of education and its impact on the development of subjects in the agrarian sector. It is shown that the role of higher education institutions is not only in the providing of educational services, but also in informing higher education graduates of values recognized in society, and integration of youth in society. It is proved that in higher education institutions it is possible, through their main functions, to promote the ideas of social responsibility that contribute to the balance of peace, and well-being in society.</p> <p>The research of this issue in the article is carried out in the following way: domestic and foreign experience; affiliation to a generation and educational process; formation of skills of socially oriented direction; the dominant tendencies of socially oriented development in higher education institutions of Ukraine; integration and effective development on the basis of holistic development as a new type of development of society.</p> <p>The research used the following methodological methods: historical and logical (study of theoretical views on the essence of socialization of education), monographic (studying the peculiarities of formation and best practices of the development of socialization of education in other countries of the world), system-structural analysis and synthesis (studying and generalization of structural proportions and shifts in the socialization of education of subjects of the agrarian sector of the economy). The study period covers the years 1922-2020.</p> <p>The article presents the results of empirical analysis and the importance of the socialization of education as a new paradigm in the development of society, as well as generalized modern scientific approaches to its formation. It is substantiated that on the basis of socialization of education, a close relationship with the level of moral development of the personality of a future specialist is formed. Methodology. The methodological basis of the study consists of general methods of scientific knowledge of economic phenomena and processes. The realization of work tasks requires the following methods: theoretical method of generalization - while the study of scientific articles, laws and regulations; abstract logical method - generalization of theoretical and methodological provisions, as well as the definition of the objective of the study; method of system approach - definition of problems of institutional support for the development of agricultural enterprises. The objective of the study is to outline the institutional aspects of enterprise development, their classification, and the study of the importance of institutional transformations in the agricultural sector. Results. It was studied that the development of an enterprise is a rather complex concept, which is proposed to be understood as a long-term set of processes of quantitative and qualitative changes in the enterprise, which lead to improvement of its state by increasing the enterprise's potential, adapting to the external environment and internal integration, which helps to increase the company's ability to counteract negative influences of the environment and its viability. The development of the agricultural sector directly depends on the level of its institutional support, which is characterized by the number and efficiency of the institutions involved. According to the definition of institutions as the basic components of the institutional environment, it is analyzed that they are the factors of activating or inhibiting development, forming an effective or ineffective environment for the functioning of agents of the agricultural sector. It is determined that institutions act as a synergistic combination of opportunities and constraints in the development of the agricultural sector, structuring its relations, combining the system of factors, organizational components, processes and results of their actions; they represent a complex dialectical category. It is proved that the main objective of institutional transformations in the agro-industrial sector of the economy is to increase the efficiency of agricultural production. Changes in property relations and further transformation of economic relations, economic mechanism and social structure of the agricultural sector of the economy should provide conditions for a more dynamic development of the agro-industrial complex as a whole. It is established that the investment attractiveness of financial statements in the modern world is increasingly dependent on innovative, i.e. intangible assets. It is determined that the main indicators characterizing the investment attractiveness are those of financial stability, business activity, assets, liquidity of assets and profitability. The purpose of the study is to identify the impact of intellectual property on the level of investment attractiveness of financial statements and to improve their balance reporting approaches. In the sphere of use of labor resources the system of stimulation of personnel at the enterprise is of great importance. The basic directions of research of general principles of employees’ motivation are analyzed. The basic methods of motivation of the personnel and the individual are singled out, the theoretical overview of the methods of formation of the system of stimulation of the personnel at the enterprises and the estimation of their effectiveness are presented. The most effective methods of stimulation are systematized - moral and financial with defining disadvantages and advantages. The article’s purpose is to assess the intellectual leadership of countries based on the performance indicators of intellectual activity. The method of estimation of intellectual leadership is proposed, which provides three levels of evaluation based on the corresponding set of indicators. The three-step evaluation algorithm includes, firstly, the assessment of the intellectual potential of the resource potential, secondly, the consideration of the results of intellectual activity and, thirdly, the final results of economic activity. The second level indicators are the result of intellectual activity, the implementation of intellectual resources and at the same time, they become the basis for further intellectualization. The analysis of the performance indicators of the intellectual activity of the countries of the world made it possible to identify the composition and disposition of the world leaders (the USA is the leader by nine indicators, Japan and Germany are leading by six, South Korea, the United Kingdom, China and France - by 5, Switzerland and Canada - 4 indicators) and showed a high volatility of their ranks.</p> Iryna Kalenyuk, Liudmyla Tsymbal, Olena Grishnova, Antonina Djakona Copyright (c) 2021 Management Theory and Studies for Rural Business and Infrastructure Development Fri, 15 Jan 2021 00:00:00 +0200 AN INTEGRATED APPROACH TO THE ENTERPRISES’ BUSINESS EFFICIENCY ASSESSMENT <p>In the enterprise management system, the assessment of business efficiency occupies a leading place, since the adoption of strategically significant management decisions depends on its results. Since business efficiency is a multidimensional phenomenon, its assessment involves the use of many indicators, which complicates management. The integrated approach, as a modern progressive methodological apparatus, allows systematize indicators into subindexes and to obtain a single integrated indicator of the enterprises’ business efficiency. That is why the purpose of the study is to introduce an integrated approach to the system of enterprises’ business efficiency assessment as an important methodological tool. For this purpose, such methods as normalization of analytical data, averages, correlation analysis, aggregation, coefficient analysis, graphical and tabular expression of analytical data were used. In the course of the research, 12 individual indicators were normalized, on the basis of which 3 subindexes of business efficiency of agricultural enterprises were calculated: by results of activities, by resource efficiency, and by the scale of production. The Agricultural Enterprises’ Business Efficiency Index was formed as the sum of the products of subindexes with weights calculated by the criterion of the density of the relationship between them. It is determined that the main factors influencing the efficiency of agricultural enterprises in Ukraine are sales of agricultural products, staff costs, and produced agricultural products (goods, services).</p> Ivan F. However, in order to ensure expanded reproduction and effective functioning, it is necessary to diversify sources of funding, which can be carried out by attracting both budgetary and extrabudgetary funds. In the article the authors consider the current state and current issues of accounting for financial support of IT-clusters and outline the directions of their solution. Possible sources and forms of financing of IT-clusters and the system of displaying information on subaccounts of accounting are established. It is determined that for the accounting system of IT-clusters it is fundamental to divide other funds of targeted funding by purpose. Due to the high level of consumption of fuel, energy raw and auxiliary materials, the introduction of these innovations is relevant for processing plants. At the same time, management of the energy and resource saving innovations at these enterprises is complicated by the lack of investment in the processing industry as a whole, low efficiency of use of the enterprise own financial resources and high level of the credit risk inherent in the innovation projects. In this regard, the aim of the article is to develop a methodology for evaluating the economic efficiency of innovative energy and resource saving projects. To achieve this goal, the following research methods were used: system analysis, economic and mathematical modeling, abstract and logical method. The purpose of the article is to study the features and tools for the implementation of modern interstate trade disputes in the context of strengthening protectionist policies and the spread of the COVID-19 crisis. The research methodology is presented by historical and logical method, statistics and graphic methods, comparative method, correlation regression method, forecasting method, method of theoretical generalization have been used in the article. Dominance and detecting protectionism policy within the process of protecting national markets of goods from international competition have been highlighted and manifestation form of protectionism actions has been defined. Quantitative and qualitative assessment of trade disputes of countries within WTO has been carried out; their subject-object characteristics have been defined; major tools of the most active member countries being a complainant or a respondent have been analyzed. The role of regional integration processes in the world economy was described. The author’s understanding of regional integration groupings is given. The evolution of international trade agreements has been determined. The leading regional integration groups in the system of global trade and economic relations reviewed. Indicators of the effectiveness of their trade and economic ties have been calculated. The stages of development of trade agreements in the world have been highlighted. On the basis of the cluster analysis, integration groups are divided into 4 groups, each of which has certain features of development. Integration groups have been found to evolve unevenly, with one cluster currently leading all the way but with a slight decline in their growth dynamics. At the same time, a cluster has been identified, the integration groups of which have the opportunity to become leaders in the future. The purpose of the paper – to carry out an assessment of the biomass utilization potential from agricultural residue. The research methodology based on analyzing statistical data of Lithuania, to estimate the biomass utilization possibilities from agriculture residue. The research methods involve the methodology for the assessment using the mathematics equations and also based on methods of analysis, synthesis, and others to achieve to solve the problem of competition between the food industry and agriculture sectors for the food gap in the near future. The authors determined that the potential energy yield from primary agriculture residue is higher than secondary agriculture residue, and primary residue utilization for energy production is more useful than secondary residue. The problem with these results discloses that secondary agriculture residue utilization for bioenergy production needs more support with the development of knowledge and skills in Lithuania, especially should apply to attention to researches of non-traditional bioenergy plants. Empiriniu tyrimu siekiama nustatyti mažų ūkių įsitraukimo į formaliąją kooperaciją mastą ir kooperatyvų daromą poveikį jų parduodamų produktų kainoms Lietuvoje. Tyrimas grindžiamas konkurencinio kriterijaus / etalono kaip kainų reguliatorius rinkoje teorija, teigiančia, kad kooperatyvo egzistavimas oligopsoninėje rinkoje privers pelną maksimizuonačias įmones elgtis konkurencingiau. Kooperatyvui pasiūlius palankesnes kainas ūkininkams dėl savo klasikinės praktikos teikti nariams paslaugas už savikainą, pelną maksimizuojančios perdirbimo bendrovės stengiasi prilygti kooperatyvo mokamai kainai, kad neprarastų žaliavos tiekėjų. Mažų ūkių apklausos būdu nustatyta, kad Lietuvoje &nbsp;menka mažų ūkių dalis savo pagamintą maistą ir žemės ūkio produktus parduoda per kooperatyvus ir, kad menkesnei jų daliai kooperatyvai užtikrina didesnę kainą. Atlikus ŽŪIKVC PAIS duomenų apie pirkėjų mokamą kainą už žalio pieno kilogramą analizę, pagrindinė mūsų išvada yra ta, Lietuvoje didžioji dalis kooperatyvų mažiems pieno gamintojams moka didesnę kainą už penkių didžiausių pieno perdirbimo akcinių bendrovių nustatytą minimalią kainą, o apie penktadalis kooperatyvų (žiemos sezonu) ir iki trečdalio kooperatyvų (vasaros sezonu) mokėjo didesnę kainą už tų pačių akcinių bendrovių nustatytą maksimalią kainą.</p> Vlada Vitunskienė, Jolanta Droždz, Asta Bendoraitytė, Lina Lauraitienė Copyright (c) 2020 Management Theory and Studies for Rural Business and Infrastructure Development Fri, 15 Jan 2021 00:00:00 +0200 INOVACIJŲ PARTNERYSTĖS ŽEMĖS ŪKYJE EFEKTYVUMO VERTINIMAS <p>Žemės ūkio Europos inovacijų partnerystę (angl. European Innovation Partnership in Agriculture EIP-AGRI) inicijavo Europos Komisija siekiant socialinės naudos ir bendro ūkio modernizavimo diegiant inovacijas. Skatinant bendradarbiavimą tarp mokslininkų, žemės ūkio konsultantų ir ūkininkų tikimasi pasiekti geresnių ir greitesnių rezultatų. Dar 2016 metais Lietuvoje pradėti įgyvendinti inovacijų partnerystės veiklos grupių žemės ūkyje projektai. Pagrindinė problema - kaip įvertinti inovacijos partnerystės projektų žemės ūkyje efektyvumą, kokiais rodikliais jį apibrėžti ir išmatuoti? Šiai problemai spręsti reikalinga inovacijų partnerystės efektyvumo žemės ūkyje vertinimo metodika. Šiame straipsnyje pristatoma inovacijų partnerystės žemės ūkyje efektyvumo vertinimo metodika, kurioje detalizuojami atrinkti vertinimo rodikliai, nustatytas jų reikšmingumas, sudarytos efektyvumo vertinimo rezultatų interpretavimo gairės. Sudaryta vertinimo metodika testuota panaudojant Lietuvoje veikiančių EIP grupių projektų duomenis. The development of viticulture is characterized by a multifunctionality. The development of this business is significant not only for the farmers but as well as to the rural areas as a support to other business. In order to estimate the conditions for the development of this type of agricultural business in Lithuania, a complex research was carried out while using data of content analysis, consumer survey, interview with experts.
