A transcript of a protocol from the meeting of Lithuanian Envoy Kazys Bizauskas and consuls Julius J. Bielskis and Povilas Žadeikis, preserved in the archives of the Lithuanian Consulate General in New York, sheds light on the reasons for this gathering. These included the desire to enhance the efficiency of consular work and the representation of Lithuania. The document highlights challenges faced by the consuls, such as heavy workload, staff shortages, and persistent financial difficulties. Additionally, the meeting sought to coordinate the activities of the representatives, establish a division of responsibilities, and propose measures to the Lithuanian government aimed at facilitating their operations. The document and its copies were sent by the Lithuanian Envoy not only to the consulates in New York and Chicago but also to the Ministry of Foreign Affairs in Kaunas. Since there were no direct Lithuanian representatives residing in the Republic of Türkiye during this period, representation was conducted though the diplomatic mission of the Republic of Lithuania in Moscow. The first envoy representing Lithuania to Türkiye was Jurgis Baltrušaitis (1932–1939) while the second was Ladas Natkevičius (1939–1940). The first was nationwide political activity manifested mainly in the election of representatives to the central authorities. The second involved regional government (or self-government) activities related to the needs and functioning of local communities. In this article, I describe the relationship between these two functions on the example of selected Lithuanian dietines functioning during the reign of Stanisław August Poniatowski. The aim is to consider how self-governing and political functions were manifested in the activities of the assemblies and which of them was dominant. It examines three radio stations: the State Radio, Klaipėda Radio, and Vilnius Radio stations. Archival sources and published radio programmes are used as the primary materials for studying them. This research aims to reveal the most characteristic themes of historical broadcasts found on the different radios, the most frequently mentioned historical periods, key personalities, and the nature of the broadcasts. The quantitative aspects are compared with data from the periodical press discussed in the historiography and the ideological principles of the nationalists who controlled the radio. Lithuanian radio was characterised by specific methods of disseminating cultural memory, which differed from other media of the time. The author used the methods of analysis and synthesis, statistical and comparative methods to review and compare the changing social profile of the convicts from different areas of the European part of the Russian Empire.
